The Women’s Health and Economic Empowerment Network (WHEN) is a global platform that supports governments and partners to design and deliver scalable, investment-ready programs that improve women’s health outcomes and expand economic participation. CGHD Serves as the Global Secretariat of WHEN
WHEN works at the intersection of policy, finance, and implementation—partnering with governments, development finance institutions (DFIs), philanthropies, investors, and industry to translate national priorities into structured initiatives that can mobilize public and private capital at scale.
Through its Technical Assistance Facility (TAF) and related initiatives, WHEN supports the development of blended finance approaches that combine grants, concessional capital, guarantees, and commercial investment to accelerate delivery in women’s health and related sectors across emerging markets.
The Opportunity
WHEN is seeking a Director of Programs (Part-Time) to support the development of finance-ready initiatives across women’s health and economic empowerment sectors, with a particular focus on programs that can be supported through blended financing mechanisms.
This role will work directly with senior leadership to structure programs aligned with national strategies and partner priorities, support financial modeling and capital structuring approaches, and translate high-level concepts into implementation-ready plans for funders, DFIs, and government stakeholders.
The Director will contribute to WHEN’s growing pipeline of initiatives across Southeast Asia and Africa, including programs related to women’s cancers, workforce participation, digital platforms, and supply chain resilience.
This position has the potential to evolve into a full-time role based on performance and organizational needs.
Key Responsibilities
Program Structuring & Design
- Lead the development of scalable program concepts aligned with women’s health and economic empowerment priorities
- Translate national strategies and technical plans into structured, finance-ready program packages
- Develop implementation frameworks, including workplans, delivery models, timelines, governance structures, and success metrics
- Maintain WHEN’s pipeline of prospective programs and support prioritization based on strategic fit and financing potential
Blended Finance & Financial Modeling
- Support the development of financing approaches that may combine grants, concessional capital, guarantees, and commercial investment
- Develop program budgets, cost assumptions, and financial scenarios, including multi-year projections
- Assist in structuring delivery vehicles and capital stacks aligned with program objectives
- Prepare summaries and documentation to support engagement with funders, DFIs, philanthropic partners, and investors
Delivery Readiness & Stakeholder Coordination
- Prepare stakeholder-facing documentation including workplans, milestone trackers, governance notes, and risk logs
- Coordinate inputs from technical and operational partners to ensure feasibility and implementation readiness
- Support monitoring, evaluation, and learning (MEL) frameworks tied to program objectives and financing requirements
Leadership Support
- Provide strategic support to senior leadership, including briefing materials and stakeholder engagement support
- Draft high-quality materials including grant proposals, concept notes, donor narratives, and presentations
- Ensure consistency and clarity across program documentation and external communications
Experience & skills
Required
- Bachelor’s degree in a relevant field (e.g., public health, international development, public policy, business, communications, economics, or related discipline).
- 3+ years of experience in program design, strategy, program management, consulting, or operations in global development and/or related sectors.
- Experience developing budgets or working with financial assumptions and projections
- Advanced proficiency in Excel or Google Sheets
- Strong written communication and presentation skills
- Ability to manage multiple priorities independently in a fast-paced environment
Preferred
- Master’s or Doctorate degree in a related field (e.g., MD, DrPH, MPH, MPA/MPP, MBA, MSc, or related).
- Experience supporting blended finance initiatives
- Familiarity working with governments, multilateral organizations, foundations, or DFIs
- Experience in structuring or supporting programs intended for public-private investment
- Exposure to initiatives related to women’s health, inclusive finance, digital infrastructure, or supply chain development
