The Children’s Environmental Health Center was established within California Environmental Protection Agency (CalEPA) by SB 25 (Escutia, Chapter 731, Statutes of 1999) and codified in Health and Safety Code Sections 900 and 901. The position sits within the Office of Environmental Health Hazard Assessment (OEHHA) where the Director of the Children’s Environmental Health Center serves as the chief advisor to the CalEPA Secretary and to the Governor on matters relating to the health and environmental protection of children that are within the jurisdiction of the agency.

Under general direction of the Chief Deputy Director, Executive Office, the Director of the Children’s Environmental Health Center is a technical consultant and provides guidance to OEHHA’s scientific branches in the Division of Scientific Programs on children’s environmental health issues. This includes engagement with the Air Toxicology and Risk Assessment Section (ATRAS) on the Toxic Air Contaminants and Air Toxics Hot Spots Programs, to support the statutory requirements of SB 25. The incumbent works as a member of a multidisciplinary team of scientists evaluating public health risks from exposures to airborne toxic substances in the community, with the special role of providing pediatric medical expertise and perspective. The incumbent is a resource to other CalEPA boards and departments and local public health agencies on children's health and exposure to environmental chemicals. The incumbent is expected to work independently with a minimum of administrative direction, provide decisions on tasks assigned, interact with other Branches’ programs involving children’s environmental health, interact with the California Air Resources Board (CARB) and local Air Pollution Control/Air Quality Management Districts (Air Districts), and the Department of Public Health on effects of air pollutants and environmental contaminants on infants and children.

Working Conditions

The OEHHA is the leading state department for the assessment of health risks posed by environmental contaminants. OEHHA’s mission is to protect and enhance the health of Californians and our state’s environment through scientific evaluations that inform, support, and guide regulatory and other actions.

OEHHA implements the Safe Drinking Water and Toxic Enforcement Act of 1986, commonly known as Proposition 65, and compiles the state’s list of substances that cause cancer or reproductive harm. The Office also develops health-protective exposure levels for contaminants in air, water, and soil as guidance for regulatory agencies and the public. These include public health goals for contaminants in drinking water and both cancer potency factors and non-cancer reference exposure levels for the Air Toxics Hot Spots Program.
